Advocacy Group Pushes for Increased Funding in Highway Expenses
The financial future of transport infrastructure projects in Germany is under scrutiny, with the Federal Ministry of Transport and Digital Infrastructure facing criticism over potential funding shortfalls.
According to the Ministry, a deficit of around 15 billion euros is expected for highways and federal roads for the period 2026 to 2029. This revelation has sparked concern among state representatives, who have been demanding clarity from the federal government.
The responsibility for the use of funds invested by the federal government in transport infrastructure lies with Federal Minister of Transport, Patrick Schnieder (CDU). However, the ADAC, a prominent automobile association, has labelled the financial gaps a "confession of failure."
The ADAC's concerns are shared by many, as numerous expansion projects for highways and federal roads are at risk due to these financial gaps. For numerous projects, for which construction rights are expected by 2029, no approval can be granted based on the current financial planning.
The Federal Minister of Finance, Lars Klingbeil (SPD), has countered these concerns by stating that the federal government is investing more billions in transport infrastructure than ever before. Yet, the ADAC believes an increase in funds for highways and federal roads during the parliamentary procedure for the federal budget is necessary.
A spokesperson for the German Press Agency has also weighed in, stating that financial adjustments are necessary to secure planning certainty in the regions. The spokesperson criticizes that necessary expansion projects are at risk, echoing the sentiments of the ADAC.
The situation is further complicated by the fact that the Federal Autobahn Company, a GmbH, has taken over planning, construction, and maintenance of autobahns from the federal states since 2021. Approved expansion projects are linked to the Federal Transport Infrastructure Plan 2030 (BVWP 2030), which the federal government aims to realize through increased investment and special funds established via a constitutional amendment in March 2025 to accelerate infrastructure projects and modernization.
Despite these efforts, the ADAC continues to criticize the financial gaps for highways and federal roads as mentioned by the Federal Ministry of Transport. The call for clarity and increased funding persists, as the future of Germany's transport infrastructure hangs in the balance.
