U.S. Lifts Sanctions Against Syria, Paving Way for New Investments

WASHINGTON — The U.S. government has initiated the process of suspending economic sanctions against Syria, a move aimed at stimulating investments and promoting peace and stability within the war-torn nation, as Finance Minister Scott Bessent announced.

President Donald Trump had previously declared that the U.S. would lift all sanctions against Syria during his Middle East trip last week. The new leadership in Syria, following the ousting of long-time ruler Bashar al-Assad, has sought reentry into the international community and has demanded the termination of all sanctions. Many countries had imposed restrictions on Syria during the brutal civil war under Assad's rule.

The suspension of economic sanctions could pave the way for new investments, financial services, transactions related to oil or oil products originating from Syria, and transactions with the Syrian government, transitional president Ahmed al-Sharaa, the Syrian central bank, and other banks, according to the U.S. Treasury Department. However, transactions involving Russia, Iran, or North Korea remain forbidden, as well as business with individuals or companies that were previously subject to sanctions and have not been explicitly exempted.

U.S. Secretary of State Marco Rubio announced the suspension of additional sanctions for a 180-day period, aiming to ensure that sanctions do not impede U.S. partners from making investments that promote stability in Syria. These suspensions are expected to facilitate the provision of electricity, energy, and water, and enable more effective humanitarian aid in Syria.

"As President Trump had promised, the Treasury Department and the State Department are implementing licenses to encourage new investments in Syria," Minister Bessent stated. Syria must continue its efforts to become a stable country where peace prevails, he explained, adding that today's measures may hopefully contribute to that goal.

Impact on Economic Activities and International Relations

The relaxation of sanctions is anticipated to stimulate economic growth by allowing U.S. companies to engage in trade and investment in Syria. However, export controls remain in place, necessitating licenses for most exports to Syria, which may limit the extent of economic engagement.

It is also part of a broader strategy to align U.S. sanctions with those of other Western countries, such as the UK and EU, which have already lifted some of their sanctions on Syria.
