TheOCC(Office of the Comptroller of the Currency) has delivered a smackdown on William Shane Garrow, once a senior VP of private banking for a BOK Financial subsidiary in Tulsa, Oklahoma. Garrow's alleged crime? Stealing millions from client accounts for a sweet, extended spending spree.
According to the OCC, Garrow admitted to pilfering approximately $3.4 million from multiple accounts, all without the customers' approval. The sweep spanned nearly three years, from March 2021 to March 2024.
The OCC claims that Garrow's actions were dangerous, questionable, and in clear violation of the law, causing significant losses to the bank. In response to these findings, the OCC has officially barred him from working at insured depository institutions like banks or credit unions. Garrow accepted this punishment without admitting or denying the OCC's accusations.
But this isn't the first time Garrow's been in hot water. In April 2025, he copped a guilty plea for bank fraud and submitting false tax returns. Last month, he was slapped with a 71-month prison sentence, plus a massive $3.86 million restitution payment and an additional $1.519 million for the IRS.
Prosecutors paint a grim picture of Garrow's actions. He organized fraudulent transfers and cashier's checks from 16 client accounts, diverting the funds to shady entities and personal accounts under his control. If a client caught on, Garrow would play the dim-witted banker, blaming the questionable transactions on innocent glitches and promising to correct them - sometimes by secretly returning or shifting stolen money between victim accounts.
US District Attorney Clint Johnson stated, "Garrow misled many for over 12 years, wreaking havoc on banking personnel who had the unfortunate duty to correct his wrongs. This wasn't a simple banking error or a mistake, but a criminal scheme. Garrow exploited the trust given to him by the bank and its clients."
