Belarus Enters Collaboration Agreement with EU Nation in Nuclear Energy Sector

Belarus and Hungary have formalized a comprehensive roadmap for nuclear energy cooperation, covering 2025 to 2027. This agreement is an extension of their broader partnership in the nuclear sector and follows the May 2024 memorandum of understanding[1][3].

The roadmap outlines numerous areas for collaboration. Among them, the sharing of expertise and experience between nuclear professionals from both countries, particularly knowledge transfer from Belarus—which recently commissioned its own nuclear power plant—to Hungary as it constructs a new power plant based on a Russian Generation 3+ VVER reactor design[1].

A key focus lies in scientific and technical support for nuclear power plants. In May 2025, a working group met in Budapest to discuss these aspects. The Belarusian delegation spent time scrutinizing Hungarian systems, studied the operation of the Energy Research Center in Budapest, toured laboratories, and learned about their research reactor[1].

Nuclear safety and radiation protection are also prioritized, with measures for cooperation aimed at strengthening safety standards in both countries[2]. The roadmap also emphasizes the development of nuclear energy infrastructure, with both nations planning to exchange knowledge in areas such as plant operation and maintenance[2].

The agreement further aims to foster mutual development of expertise within the nuclear industry by involving expert groups and institutional partnerships[1]. This cooperation is expected to enhance the reliability and safety of nuclear power plants, improve capabilities in nuclear research and development, and strengthen bilateral partnership, paving the way for long-term strategic projects in the region[1][3].

In essence, the Belarus-Hungary nuclear cooperation roadmap concentrates on the exchange of knowledge, scientific collaboration, and infrastructure development. Its aim is to utilize Belarus's recent commissioning of a nuclear power plant and Hungary's ongoing VVER-based plant project to develop nuclear industry competencies in both countries, while ensuring the safe and reliable operation of power plants[1][2][3].

  1. Beyond nuclear energy, the Belarusian delegation also seeks to exchange knowledge with Hungarian experts in the finance and industry sectors, with a particular focus on understanding Hungary's strategies in constructing and maintaining infrastructure, especially within the energy sector.
  2. Recognizing that the industry, finance, and energy sectors are interconnected, both Belarus and Hungary agree to explore potential synergies through institutional partnerships and expert groups, aiming to bolster each other's capacities in these domains, fostering a broader and mutually beneficial collaboration.
