Belarus Simplifies Property Disposal Rules With New Decree
Belarus has introduced significant changes to property disposal rules with Decree No. 344, effective October 2, 2025. Unlike previous decrees, this one has no expiration date.
Legal entities can now write off the net book value and disposal expenses of state-owned property upon its sale, donation, or write-off. This can be done using additional capital and excess net profit. Previously, such costs were deducted from current profit.
Organizations receiving state property without compensation can now determine its value based on the net book value in the donor's accounts at the time of transfer, rather than market value. This simplifies the valuation process.
State-owned enterprises can now reduce their own capital instead of current profit for such transactions. This improves their financial results in accounting and statistical reports for the current and subsequent years. These changes apply to property accounted for as fixed assets and long-term investments, and such transactions will not be included in the profit tax base.
Decree No. 344 'On the Disposal of Property' brings substantial changes to property disposal rules in Belarus. It aims to simplify processes, improve financial results, and provide more flexibility for state-owned enterprises and legal entities.
