Car owners and migrants now face new responsibilities from the state
In a recent development, Russia has implemented changes to various state fees effective from September 1, 2025. These changes affect vehicle registration plates, passports, and migrant registration services.
The fee for vehicle registration plates has been increased from 2,000 rubles to 3,000 rubles (approximately $36). The mandatory fee for obtaining a Vehicle Passport (PTS) has risen from 800 to 1,200 rubles (approximately $9.60). The charge for making amendments to an existing vehicle passport has increased from 350 to 525 rubles (around $6.30).
The cost of issuing a national driver's license has doubled, with a plastic-based document costing 4,000 rubles and a new generation license costing 6,000 rubles. For migrants, a new 500-ruble fee (around $6) is introduced for registering foreign nationals or stateless persons at their place of residence, and extending temporary stay now costs 1,000 rubles (roughly $12).
For motorcycles and trailers, the fee for state registration plates will rise from 1,500 to 2,250 rubles. The fee for issuing metal "Transit" state license plates for cars will increase from 1,600 to 2,400 rubles, and for paper ones - from 200 to 300 rubles.
These measures, aimed at updating fees across these services, are intended to strengthen control over migrants, increase the inflow of funds to the state budget, and help reduce the risks of illegal migration. A fee has also been established for issuing a conclusion on the compliance of an auto school's material and technical base with the established requirements.
It's worth noting that no recent changes for vehicle or migrant service fees in other countries were found in the search results, which focused mostly on Russia and some US immigration fee changes unrelated to Russian services.
