ASTANA - Over the past three years, the Qazaqstan Halqyna Fund (aka "Qazaqstan Khalkyna" Public Foundation) has extended an astounding 186 billion tenge ($354.1 million) in charitable aid to the people of Kazakhstan, as announced by former chairman Bolat Zhamishev at a Jan. 29 press conference at the Central Communications Service (CCS).

Zhamishev, who steered the fund since January 2022, concluded his term on Jan. 31. During the press conference, he detailed that the fund had amassed a total of 252 billion tenge ($479.8 million), with 96.6 billion tenge ($183.9 million) collected in 2024 alone.

Striving to transcend one-time assistance, the fund was designed to tackle deep-rooted problems that have persisted for years, aiming to enhance the population's quality of life through rural education, healthcare, rehabilitation, social support, culture, children's sports, inclusive sports, and emergency aid.

Since its outset, the fund has initiated 104 charitable programs and projects. Sixty-two of these initiatives have been successfully completed, piling up a collective value of 240 billion tenge ($470 million).

Each year, the Samruk Kazyna Sovereign Wealth Fund contributes at least 7% of the fund's net income, totalling 50 billion tenge ($95.2 million) in 2023, which has primarily been channeled towards oncology treatment and orphan disease medication.

In addition, the Satti Zhuldyz lottery operator transferred 1.4 billion tenge ($2.6 million) to the fund in 2024, in accordance with Kazakhstan's lottery regulations.

With Zhamishev's departure, the fund's board of trustees appointed Lazzat Chinkisbayeva as his successor. Chinkisbayeva, a public figure and charity, management, and NGO development expert, will assume her position on Feb. 1.

Notably, the fund's latest major charitable initiative revolves around bolstering rural education, with the “Support Schools” project envisioning the crafting of a network of support schools in regional areas. In 2024, this project grew exponentially, incorporating 56 new educational facilities, raising the overall tally of supported schools to 135. The fund aims to establish a support school in every administrative region of Kazakhstan before 2029.
