Construction on Biefangstraße is approved, but no plans for Shaft IV in Sterkrade move forward.

In a move aimed at ensuring transparency, the SPD city council faction has approved the amended building plan for the development on Biefangstraße, Sterkrade, while acknowledging potential challenges for future homeowners. The development, spanning over a 3500 square meter area, includes the construction of multi-family, semi-detached, and row houses, as well as senior apartments, a playground, and bicycle storage facilities.

The development site, located in a high flood risk area, presents several potential challenges for future homeowners. The primary concerns revolve around the increased likelihood of flooding, which can cause significant property damage, raise safety concerns, and lead to higher insurance costs. Properties may require special construction techniques, drainage systems, or ongoing flood defenses to mitigate risk, leading to higher maintenance and development costs. Residents might also need to be prepared for potential evacuations and associated disruptions.

Historical contamination issues from the previous industrial use of the land further complicate matters. Past industrial or chemical use could mean soil and groundwater contamination, posing health risks such as exposure to toxic substances. Cleaning up contaminated land is often costly and time-consuming, potentially delaying construction and increasing overall costs. Concerns about contamination can reduce property desirability and resale value. Strict environmental regulations and ongoing monitoring might be required, placing additional burdens on homeowners and developers.

Ulrich Real, the SPD's urban planning spokesman and district mayor of Sterkrade, has emphasised the importance of adequate information flow to interested buyers. He stated that the administration is responsible for ensuring sellers inform potential buyers comprehensively about any possible complications. This includes the potential for flooding, contamination risks, and the financial and regulatory implications associated with these challenges.

"Only those who are comprehensively informed can make a well-founded decision," said Real. This sentiment comes in light of the Schacht IV construction project in Osterfeld, which has driven many Oberhausen residents into financial ruin. The SPD city council faction is determined to prevent such a scenario from repeating itself in Sterkrade.

In response to these concerns, the Emschergenossenschaft, a regional water management association, issued a letter to the city about the flood risk and potential contamination issues. The SPD city council faction will work diligently to address these challenges, ensuring that the development on Biefangstraße is safe, sustainable, and beneficial for the community.
