Still stuck in limbo, billions of euros in EU funding meant to combat the pandemic's aftermath remain idling years later. The EU Commission reports that a staggering €335 billion out of the initial €650 billion are yet to be tapped before the project deadlines approach next year [1][3].

The Recovery and Resilience Facility (RRF), launched in 2021, aimed to reboot the economy from the coronavirus pandemic-induced damage and build resilience [2]. For the first time, EU member states clubbed together to issue joint debt on a significant scale for this facility.

To access these funds, each state has to submit a plan detailing their investment and reform projects. The funds are performance-based, with payments only made once agreed milestones and targets for implementing reforms and green transition investments are achieved [2]. The deadlines for these milestones are set for the end of August 2026.

Countries like Italy, Spain, and others have received more funds than Germany, which has €30 billion allocated, primarily for climate-friendly transport projects [2].

In a surprising turn, the EU has now allowed member states to redirect these unused funds towards defense-related investments, reflecting the growing emphasis on security and defense in today's geopolitical climate [1]. This reallocation might help beef up national defense capabilities, stimulate the European defense industry, and adapt to other looming priorities as necessary [1].
