Customs duties revised
The Directorate General of Customs Valuation (DGCV) in Karachi has issued a new customs valuation ruling (Ruling No. 2014 of 2025) that sets updated minimum customs values for imports of One Side Coated Duplex Board (Grey Back) and Two Side Coated Packaging Board from various countries, including China, Hong Kong, Taiwan, Indonesia, Malaysia, Korea, Europe, the United States, Canada, and the Middle East.
The ruling, which was issued on Saturday, replaces the previous one from September 2023 and reflects revised values based on a 90-day analysis of international market data and stakeholder input. The aim is to align customs values with current market trends and address previous concerns about anti-dumping duties and competitiveness.
However, the detailed numeric values for each country or region are not explicitly provided in the ruling. To access precise updated customs values by country, one would likely need to consult the full text of Ruling No. 2014 of 2025 from the DGCV or official Federal Board of Revenue notifications.
The customs valuation was determined under Sub-section (6) of Section 25 of the Customs Act, 1969, as the Identical goods value method provided in Sub-Sections (5) of Section 25 was found insufficient due to the absence of absolute demonstrable evidence of qualities and quantities.
Stakeholders approached the DGCV for re-determination of value in accordance with international market trends. However, the Transaction value method provided in Sub-Section (l) of Section 25 was found inapplicable due to the lack of sufficient information for adjustments.
It was also highlighted that local manufacturers are unable to produce the required quality and have consistently failed to meet the necessary product specifications. The imposition of anti-dumping duties has adversely affected the competitiveness of the stakeholders in the local market.
The new ruling supersedes Valuation Ruling No. 1800 dated September 12, 2023, which determined the customs values of the mentioned boards under Section 25A of the Customs Act, 1969. Customs values for the specified boards will be assessed to duty/taxes at the specified minimum Customs values, as per FBR.
