Dublin 4's Smyth's pub to undergo demolition, making way for apartment complex and a new drinking establishment
In a significant decision, the An Coimisiún Pleanála (ACP) has granted planning permission for the demolition of Smyth's pub on Haddington Road, Dublin 4. The proposed development will see a four to five-storey mixed-use building replace the existing structures, featuring a pub at basement level and ground floor, and six residential units on the upper floors.
The decision comes after a thorough assessment by ACP inspector, Ian Boyle, who, in a 44-page report, concluded that the proposed higher density mixed-use development would contribute positively to the evolving urban character of the area. Mr. Boyle also emphasised that the modern fit-out of the new pub would provide enhanced sound insulation consistent with present-day building regulations, reducing noise levels during busy periods.
The granted permission is for a bar and apartments to be constructed in place of the pub. The new customer area of the pub, as proposed, would be slightly smaller than the existing one, measuring 134 sqm compared to the current 140 sqm.
The conditions attached to the planning permission include the closure of the pub's outdoor seating area by 10pm each night. This condition is intended to manage noise and disturbance in the residential area, reflecting efforts to balance redevelopment with community impact.
The Pembroke Rd Association, a local organisation, had expressed concerns about the initial plans, stating that a "super" pub in a residential area could be problematic. However, the ACP's decision did not mention the Pembroke Rd Association's concerns as reasons for the decision.
The ACP granted permission due to the proposed development's proximity to community services and social facilities, as well as the design, scale, and layout of the proposed development. Mr. Boyle stated that the design approach of the applicant ensures sufficient privacy and residential amenity for adjoining and nearby properties.
The entity granted permission for the development is Courtney Lounge Bars Ltd. The proposed development, subject to conditions, is considered acceptable in this urban location by the ACP. The redevelopment is expected to contribute positively to the area, while minimising any potential impact on the residential and visual amenities of the neighbourhood.
