Revitalization of Downtown Denver: Sundae Artisan Ice Cream and Milk Tea People Move In

Downtown Denver is undergoing a significant transformation, with the Downtown Development Authority (DDA) leading the charge to revitalize the area. The DDA is responsible for overseeing a special district that raises taxes for downtown development, with a focus on attracting more families and visitors to the renovated 16th Street.

Two Colorado-based businesses, Sundae Artisan Ice Cream and Milk Tea People, are set to contribute to this revitalization effort by moving to 16th Street after the renovation. The DDA has loaned a combined $1.4 million to these businesses to help them establish their businesses on 16th Street.

Sundae Artisan Ice Cream is opening a flagship retail scoop shop and production kitchen at 16th and Glenarm. This new location will feature street-facing waffle cone making, indoor/outdoor seating, and a classroom for custom ice cream flavor creation, aiming to make it a year-round community destination anchored in the downtown revival.

Milk Tea People, on the other hand, is relocating to a more prominent space on 16th Street, increasing their visibility and contribution to local business density.

These investments are part of the DDA’s larger strategy approved by voters to fund housing, business growth, and public space improvements without raising taxes. The goal is to transform downtown Denver into a vibrant, connected neighborhood hub—not just a commercial district—with a range of attractions including new housing, cultural venues, and enhanced public spaces.

Sundae’s establishment near Civic Center, Skyline Park, and the Pavilions is strategically placed on a block targeted for activation to draw people downtown both day and night. Milk Tea People’s move similarly helps cluster quality local businesses along key pedestrian corridors revitalized through these investments.
