Sverdlovsk Region's High-Revenue Municipalities Thrive Amidst Economic Challenges

In the heart of Russia, the Sverdlovsk region is witnessing a remarkable economic resilience, with several of its municipalities leading the way in revenue generation. The regional treasury's formation will take into account the efforts of these territories to boost their own revenue potential.

One of the key factors driving this success is the region's integration into Russia's defense production network. State defense contracts, government-subsidized loans, and advance payments have provided a significant boost to industries tied to defense-related manufacturing. Although not among the top gainers, the Sverdlovsk region's industrial profile mirrors that of other regions benefiting from defense industry expansion.

Industrial production, particularly in sectors like machinery, metal products, electronics, and workwear, has seen strong growth nationwide. This trend has undoubtedly benefited the historically diversified industrial base of the Sverdlovsk region.

Natural resource extraction and mining also play a significant role in the region's economic stability. Despite a slight decline in asbestos production due to export pressures and regulatory changes, the mining sector remains a crucial economic driver for municipalities such as Polevskoy and Severouralsk.

The federal government's prioritization of defense and strategic industries has further bolstered the region's economy. Advance payments for arms contracts and subsidized loans provide liquidity and growth opportunities for industrial enterprises in the region.

Labor market and demographic trends also contribute to the region's resilience. While some sectors struggle with labor shortages or layoffs, the labor needs of state-supported industries help maintain employment and productivity in industrial cities.

The top ten municipalities leading in revenue potential for the first half of 2025 include Verkhneuturye, Kushva, Polevskoy, Severouralsk, ZATO Ural, Nizhniy Tagil, Middle Ural, Pervouralsk, Verkhnyaya Tura, and Starooutkinsk. Polevskoy has already held leading positions in the efficiency of administrative commissions' work, while the Malyshevsky municipal district has been successful in identifying the owners of previously recorded real estate objects.

Governor Denis Pasler emphasized that increasing the income of each municipality improves the quality of life and financial stability for residents. Alexander Starov, the Minister of Finance, highlighted territories excelling in reducing informal employment: Bissert, Krasnoturyinsk, and Bogdanovich.

Federal, regional, and municipal authorities are actively participating in the work on mobilizing revenues in the Middle Urals. Middle Ural continues to be a key player in this effort, having been in the top 10 of the previous year's rating. No new municipalities were mentioned as leading in the evaluation of revenue potential for the first half of 2025.

The regional budget for 2026 and the planned period of 2027-2028 are currently being prepared. However, no new information was provided about the work of territories in increasing their own revenue potential being considered when forming the regional treasury.
