European Union authorizes €11 billion financing for floating offshore wind farms in France

France has received European Commission approval for an ambitious €11bn scheme to develop three floating offshore wind farms, marking a significant turning point for offshore wind energy in Europe. The scheme, backed by the EU's Clean Industrial Deal State Aid Framework (CISAF), will fund the construction and operation of these groundbreaking projects.

The new wind farms, located in the waters off Southern Brittany and the Mediterranean Sea, are expected to have a combined capacity of 1.5 gigawatts. Each installation is anticipated to generate 2.2 terawatt-hours of electricity annually, enough to power hundreds of thousands of homes with sustainable electricity.

The EU's CISAF allows EU countries to offer targeted aid in several clean technology areas, including renewable energy acceleration, temporary electricity price relief, industrial decarbonisation, clean technology manufacturing capacity, and investment de-risking mechanisms. This framework has been instrumental in making France's offshore wind scheme compliant, particularly in its competitive design and safeguards against market distortions.

The financial support for these projects will take the form of a two-way contract for difference (CfD), a mechanism that helps stabilise revenue for renewable energy producers while protecting public funds. The aid will be awarded through a transparent and non-discriminatory bidding process.

The deployment of floating offshore wind farms is a significant step forward for Europe. With falling technology costs and maturing supply chains, these farms could become a cornerstone of Europe's future energy mix. Floating turbines reduce visual and environmental impacts near shorelines and provide flexibility in site selection, making them ideal for countries with deep coastal waters like France, Norway, and Spain.
