Support for Large Families Expands Across Far Eastern Russia

In a bid to address demographic and economic challenges in several Far Eastern regions, Prime Minister Mikhail Mishustin has signed Decree No. 2176-r, allocating additional funds to continue a pilot project initially launched in 2023. The project aims to support large families by offering financial assistance and improving their living conditions.

The Magadan region will receive an additional 24 million rubles as part of this project. This follows Mishustin's emphasis on the importance of enabling parents to improve their housing conditions when creating large families.

Initiated in the Primorye region, the project has since been expanded to include the Chukotka Autonomous Okrug and other regions with low birth rates for third children and subsequent children. The regions receiving additional funds to continue the project in 2025 include the Kamchatka, Primorye, Khabarovsk Krais, Amur, Magadan, Sakhalin, and Jewish Autonomous regions.

The decree outlines specific financial assistance programs aimed at improving the well-being of families with multiple children. Eligibility criteria include families registered in these regions with at least three dependent children under a certain age, with additional considerations for family income levels, employment status, and residency duration.

The types of support provided under the project include monthly monetary payments per child beyond the second, preferential access to social services and housing programs, and subsidies for education and health care expenses.

Recognizing the success and necessity of these measures in Magadan, the decree’s principles and funding model are being extended to other Far Eastern federal subjects. These regions face similar demographic and economic issues and will benefit from enhanced financial support for large families.

The project initially provided families with 450,000 rubles for mortgage repayment, but this was increased to 1 million rubles in 2023. This financial boost aims to help families improve their housing conditions and create a more stable environment for their growing families.

The implementation of Decree No. 2176-r started in early 2025 for Magadan and will be gradually adopted in the other Far Eastern regions throughout the year based on local legislative processes and budget allocations.

The expected outcomes of this project include supporting population growth, improving living standards and reducing poverty rates among families with multiple children, and boosting regional development and social stability in economically challenging areas.
