Baden-Württemberg Achieves 100% Renewable Energy Supply for State Buildings
In a significant move towards a greener future, the state of Baden-Württemberg has announced that it will be procuring 100% renewable energy for its state buildings from 2026 to 2028. This decision marks the first time a balancing group management system will be used for multiple tender lots, aiming to increase the efficiency of self-consumption of state-owned photovoltaic systems.
The tender, covering around 3,900 consumption points, was completed earlier this year. The tendered certified green electricity comes entirely from renewable sources: hydropower, wind power, and photovoltaics. All deliveries are proven by origin certificates, ensuring transparency and accountability.
State Secretary of Finance, Gisela Splett, stated that centralized electricity procurement ensures a sustainable energy supply and more climate protection. This corresponds to the annual consumption of around 130,000 private households.
Double marketing of electricity is excluded in the tender, and excess electricity from photovoltaic systems on state buildings can be billed within the own electricity consumption. This means that any excess electricity generated can be offset against electricity consumption elsewhere, further increasing the efficiency of the self-consumption of renewable energy.
The specific prices for the delivery years are determined by a spot market-based price formation in predefined time periods. This pricing mechanism ensures that the prices are oriented towards the spot market of the EEX electricity exchange, providing a competitive and flexible pricing structure.
Transparent price surcharges for green electricity and balancing group management are offered by the bidders. However, the name of the organization that introduced balancing group management in energy supply tenders in Baden-Württemberg from 2026 to 2028 remains undisclosed in the search results.
It's worth noting that Baden-Württemberg achieved the most favorable electricity price for the delivery year 2025, and the generating facilities for the tendered electricity are not older than 20 years. This Europe-wide tender for centralized electricity procurement covers around 448 gigawatt hours of electricity annually, a significant step towards a more sustainable energy future.
This move by Baden-Württemberg not only reduces external electricity purchases but also contributes to the state's goal of increasing the self-consumption of renewable energy, making it a leader in renewable energy adoption among German states.
