G7 Finance Chiefs Convene, Vow Joint Action Against "Non-Market" Practices

Finance ministers and central bank governors from the Group of Seven (G7) nations met in Banff, Canada, from May 21-23, 2025. The gathering aimed to strengthen international economic security by highlighting and addressing "non-market policies and practices" that undermine a level playing field.

Though the final communique did not name any particular country, the G7's statements have been widely interpreted as a pointed warning to China's state-led economy. The concerns target harmful subsidies, a lack of transparency, and unfair competition, echoing longstanding criticisms of Beijing's industrial strategy.

The ministers stressed the need for a level playing field and a coordinated approach to address those who "do not abide by the same rules." The G7 also expressed concerns over the misuse of the "de minimis" duty-free threshold for international package shipments, with e-commerce giants like Shein and Temu, based in China, being key actors exploiting this loophole.

In addition, the G7 raised concern over the increasing influx of low-value parcels, overwhelming customs systems and being used for smuggling. The group pledged joint action against these non-market practices, aiming to enhance supply chain resilience and reduce over-reliance on opaque economic systems.

The G7 also warned that any country supporting Russia's war efforts would be barred from participating in Ukraine's reconstruction, which can be seen as an implicit warning to Beijing.
