Germany's New Taxi Tech Rules: Reporting Obligations for EU Taximeters & Odometers
Starting 2025, significant changes are coming for taxi and rental car companies in Germany. They will be required to report their EU taximeters and odometers to the tax office. This new regulation is part of a wider set of rules governing electronic recording systems, including those equipped with a Technical Security Device (TSE).
Companies must report devices acquired or upgraded with a TSE on or after July 1, 2025, within one month of operation. The vehicle license plate number must be specified in the report. This obligation extends to odometers first put into circulation on or after July 1, 2024. However, devices equipped with a TSE before this date must be reported by July 31, 2025, at the latest.
Notably, the reporting obligation for EU taximeters with INSIKA technology is suspended until December 31, 2025. Companies must submit the notifications in the form of an overview of all systems used at a business location. Even the withdrawal of use after July 1, 2025 must be reported within one month if previously reported.

These new regulations aim to ensure the security and traceability of electronic recording systems used in taxi and rental car services. Companies are advised to prepare for these changes and ensure compliance to avoid potential penalties.
