Guidelines for Filing an Application with the National Historical Publications and Records Commission
The National Historical Publications and Records Commission (NHPRC) offers opportunities for individuals and institutions to secure funding for historical projects. Here's a step-by-step guide on how to apply for an NHPRC grant.
Preparation
- Register on Grants.gov before the application deadline. This platform is used to create a workspace, complete forms, and submit applications.
- Obtain your institution's Unique Entity ID from your grant administrator or chief financial officer. All applicants are required to provide this ID as part of their application.
The Application Process
- Select the SF-424 form from the Grants.gov menu and fill it out.
- Download and complete the NHPRC Budget Form separately. This form is designed to accommodate up to three years of project activities and expenses.
- Prepare a Project Narrative, providing a concise, substantive, and informative title and description of the project to a non-specialist audience.
- Attach the Project Narrative, NHPRC Budget Form, Budget Overflow Document (if necessary), Budget Narrative (optional), Supplemental Materials including Participants' Resumes & Job Descriptions, and any additional materials within the proscribed page limits.
Budget Considerations
- Total Project Costs: These amounts will total automatically.
- Salaries and Wages: Include salaries for temporary, permanent staff, and volunteers. Provide the percentage of time devoted exclusively to the project in the Budget Narrative.
- Consultant Fees: Explain the method of cost computation for Consultant Fees in the Budget Narrative.
- Fringe Benefits: Fringe benefits include Social Security, employee insurance, pension plans, etc. Claimed only on the portion of Salaries and Wages identified for the project.
- Other Costs: For costs not assignable to other categories, include necessary equipment above $5,000, stipends for participants, and other items not included in previous grant categories.
- Services: Include duplication and printing, long-distance telephone, equipment leasing, postage, contracts with third parties, and other services.
- Supplies, Materials, and Equipment: List costs for items purchased specifically for the project. Detailed explanation in the Budget Narrative.
- Travel: Include transportation, lodging, and per diem expenses. NHPRC does not fund staff travel to professional meetings unless essential to the project.
- Indirect Costs: Indirect costs may be counted as part of the applicant's cost sharing and are costs that cannot be easily identified with a particular project. NHPRC only accepts indirect costs as cost share per 2 CFR 2600.1.
Compliance
- The NHPRC Budget Form requires the input of the project's start and end dates, and all project activities must take place during the requested grant period.
- The Project Director is the individual who will manage the day-to-day operations of the project and serve as contact with the NHPRC.
- List the geographic areas affected by the project.
- The NHPRC Grant Opportunity must be referred to during the application process.
- The NHPRC Budget Form is checked for cost-sharing requirements in the relevant NHPRC Grant Opportunity.
- Be sure not to exceed the percentage available from the NHPRC for the particular Grant Opportunity announcement. Check that the amount equals the total of NHPRC funds requested on the SF424.
- The National Archives and Records Administration (NARA) is responsible for implementing the requirements and regulations set by the NHPRC as well as federal regulations for registration in applications to the NHPRC.
Submission
- After completing all forms and attachments, submit the application through Grants.gov Workspace. The Authorised Organisational Representative (AOR) must submit the application or anyone with the Submit Applications privilege can do so.
- If necessary, prepare a brief supplement to explain projected expenses or other items in the financial information provided on the NHPRC's budget form (Budget Narrative). This is optional.
