Homes England names Amy Rees as their new CEO
Amy Rees CB, the former chief executive of His Majesty’s Prison and Probation Service, has been appointed as the new Chief Executive Officer (CEO) of Homes England, starting her role on September 8, 2025.
With a distinguished background and a Companion of the Bath (CB) award for services to justice, Rees is well-equipped to lead Homes England in its mission to deliver the government’s ambitious target of 1.5 million new homes during the current Parliament.
Rees' key priorities as CEO include leading the agency to accelerate the delivery of new homes, tackle the urgent housing crisis in England, and drive a major expansion in social and affordable housing. She will also implement a regionalised operating model, launch the new National Housing Bank, and promote transformation within Homes England through stronger partnerships and cultural change.
Rees will also ensure sound stewardship of public funds and strengthen engagement with stakeholders at local and national government levels. She will work closely with government, industry, and communities to deliver the homes needed by people across the country.
Pat Ritchie CBE, Chair of Homes England, believes Rees' leadership will drive the strategic plan, boost delivery, and further embed Homes England as a key partner across regions. Rees will report directly to the Homes England Board and be accountable to the Deputy Prime Minister, the Housing Minister, and Parliament. She will start her role at Homes England on Monday, 8 September 2025.
Throughout her distinguished public service career, Rees has held senior strategic and operational leadership roles across the UK's criminal justice system, including serving as Chief Executive of Prisons and Probation, Director General for Probation, Wales, and Youth Justice. Most recently, she served as Chief Executive of His Majesty’s Prison and Probation Service (HMPPS).
One of Rees' key focuses will be strengthening regional delivery, deepening collaboration with stakeholders, and ensuring Homes England’s work remains fully aligned with national housing objectives. She will also lead a cultural transformation within Homes England, safeguard public funds, and enhance engagement with both local and national government partners.
The National Housing Bank, which is expected to unlock over £53 billion in private investment to accelerate homebuilding, will be a significant part of Rees' agenda. The bank is set to be launched as part of Homes England's regionalised operating model.
Rees has expressed her excitement about joining Homes England and leading the team responsible for delivering a critical agenda for the country. Her leadership is expected to play a crucial role in addressing England's housing crisis and delivering on the government's housing goals.
