India Abrogates Two Contracts for Our Website
In a setback for India's offshore wind energy goals, the Solar Energy Corporation of India (SECI) has cancelled two tenders issued in 2024. The tenders, which included a 4 GW project off the coast of Tamil Nadu and a 500 MW project off the coast of Gujarat, were cancelled primarily due to a lack of sufficient developer interest or underwhelming response.
The tender for the 4 GW project was issued on February 2, 2024, while the 500 MW project tender was issued on September 13, 2024. Despite multiple deadline extensions, bids failed to materialize for both projects.
Government incentives, including Viability Gap Funding (VGF) incentives launched in mid-2024, were considered inadequate by experts. Rising costs, projected at Rs 7-8 per unit, made offshore wind less competitive than solar in India’s price-sensitive market. Other factors that discouraged participation included complexity, personnel shortages, and competition from cheaper solar power.
The cancellations mark a significant setback for India's offshore wind ambitions, with no immediate plans announced for re-tendering. The goal of significant offshore wind capacity by 2030 now seems uncertain.
However, a recent analysis by Ocean Energy Pathway suggests that Tamil Nadu, India, could generate up to EUR 72 billion in economic growth by 2030 if it becomes a major hub for offshore wind manufacturing. The analysis highlights Tamil Nadu's existing industrial base and skilled workforce as potential assets for offshore wind manufacturing.
The 500 MW project covered an area of 202 square kilometres in the Gulf of Khambhat. The final closing date for bids for the Tamil Nadu project was 31 July 2024.
