The U.S. Environmental Protection Agency (EPA) offers several points of contact for individuals seeking information about the Toxic Substances Control Act (TSCA).

The TSCA Hotline, available at (202) 554-1404 or (800) 471-7127 (within the U.S. only), operates from 8:00 a.m. to 6:00 p.m. Eastern time, Monday through Friday. This hotline is designed to assist with general questions and document requests regarding TSCA requirements.

However, it's important to note that the Document Control Office (DCO) is a separate entity with its own number, (202) 564-8930. The DCO is located within the EPA East Bldg., at 1201 Constitution Ave., NW, Washington, DC, which is different from the mailing address provided earlier. The DCO's hours of operation are from 8:00 a.m. to 4:00 p.m.

For those with hearing or speech disabilities, the TTY-based Telecommunications Relay Service can be used by dialing 711, followed by the relevant 800 number.

If you require more specific guidance or additional contacts, the TSCA Section 13 Import Coordinator and TSCA Section 12 Export Notice Coordinator at the Office of Pollution Prevention and Toxics (OPPT) can be reached at the EPA's mailing address:

Hand deliveries should be addressed to either the TSCA Section 13 Import Coordinator or the TSCA Section 12 Export Notice Coordinator and can be made during the Docket's normal hours of operation, which are 8:00 a.m. to 4:00 p.m., Monday through Friday, excluding legal holidays. The hand delivery/courier address for the OPPT Document Control Office is Room 6428, 1201 Constitution Ave., NW, Washington, DC.

For written correspondence, the mailing address for the Document Control Office (7407M), Office of Pollution Prevention and Toxics (OPPT), is the same as the mailing address provided above.

The form for comments or questions can be found on the EPA's website, but an email address is required for a response. The email address for the TSCA Section 13 Import Coordinator and TSCA Section 12 Export Notice Coordinator is [email protected].

  1. The TSCA Section 13 Import Coordinator and TSCA Section 12 Export Notice Coordinator, operating within the Office of Pollution Prevention and Toxics (OPPT), are finance-funded positions, providing specific guidance and maintaining contacts within the industry.
  2. The increase in industrial activities and the use of toxic substances have raised concerns about pollution, compelling finance authorities to allocate resources towards monitoring and regulating such activities under the Toxic Substances Control Act (TSCA).
