Legislative committee approves PHMSA bill, including provisions for carbon dioxide and hydrogen pipeline regulations
The House Transportation and Infrastructure Committee has cleared a significant piece of bipartisan legislation, known as the "Promoting Innovation in Pipeline Efficiency and Safety (PIPES) Act," or H.R. 5301. The bill passed unanimously by a voice vote, signifying a strong bipartisan support for the measure.
The PIPES Act aims to reauthorize the pipeline safety programs of the Pipeline and Hazardous Materials Safety Administration (PHMSA), an agency that regulates millions of miles of pipelines and all hazardous material shipments. It's important to note that PHMSA was last fully authorized in 2020.
Pipelines are considered the safest and most economically efficient means of delivering resources such as oil and natural gas. The PIPES Act includes provisions for drone inspections of pipelines, a move that could further enhance safety and efficiency in pipeline operations.
However, the bill did reject a contentious amendment on carbon capture. This decision reflects a focus on the core objectives of the PIPES Act, which is primarily concerned with pipeline safety and efficiency.
Chair Sam Graves (R-Mo.) stated that the PIPES Act strikes the right balance between innovation, safety, and ensuring the nation remains a global leader in the production and exportation of energy. The passage of the bill is a significant step forward in maintaining and improving the safety and efficiency of our pipeline infrastructure.
As the PIPES Act moves forward, it will be interesting to see how it shapes the future of pipeline safety and efficiency in the United States.
