Maharashtra Plans to Geographically Map Waqf Properties, Making it the First Indian State to Do So.
In a significant move towards modernising and streamlining Waqf property management, the Maharashtra State Board of Waqf (MSBW) has embarked on a comprehensive geo-mapping project. This ambitious initiative aims to cover approximately 45,000 properties and sub-units spread over an estimated 92,000 acres across the state, with a focus on major cities like Mumbai, Pune, and Aurangabad [1].
The project, the first of its kind at the state level in India, leverages advanced GIS technology, digital mapping, and data analytics to create a detailed, digital inventory of Waqf properties. This inventory will include location, boundaries, area, legal status, lease terms, encroachments, and zoning information for each property [1].
To facilitate data collection and integration, a mobile application and an enterprise-grade, web-based GIS Asset and Management Information System have been developed. These tools will allow for on-site data collection and will be integrated with satellite imagery for accurate and detailed documentation [1].
The geo-mapping project is expected to have a profound impact on the MSBW's annual rental income. Currently standing at Rs 8.5 crore, the annual income is projected to increase to nearly Rs 50 crore after the project's completion due to improved asset management, detection of encroachments, cessation of unauthorised use, and enforcement of leases [1].
The Maharashtra government has allocated Rs 26.22 crore for the project, which has been awarded to M/s Innowave IT Infrastructures Limited. The rollout of the project is expected to begin within days from the announcement date (mid-August 2025) [1].
The geo-mapping project aims to protect community interests, improve transparency, and unlock the true developmental potential of historic Waqf assets. By providing evidence-based decision-making tools, the project supports property maintenance, dispute resolution, leasing, and development, ensuring compliance with the Waqf Act and MSBW regulations [1].
Field surveys will be conducted to collect and verify the data, and Maharashtra is set to become the first state in India to implement geo-mapping of all Waqf Board assets [1]. Upon completion, the state government will be able to accurately determine and validate the total number of MSBW assets, thereby enhancing accountability and efficiency in Waqf property management [1].
