Major Inspection in Hospitality Sector Uncovers 2,200 Cases of Labor Violations

On Friday, September 19, 2025, the Hauptzollamt Koblenz conducted a major inspection in the hospitality sector, uncovering potential violations in around 2,200 cases. This operation, part of the Federal Finance Ministry's efforts to enforce the rule of law and combat illegal employment, revealed a range of offenses, including withholding social security contributions and employing foreigners without proper permits.

The inspection involved around 2,600 customs employees who surveyed over 5,200 employees and inspected over 430 business records. This resulted in around 370 criminal and nearly 800 administrative offense proceedings. Notable findings include over 400 cases of withholding social security contributions, around 450 cases of employing foreigners without the necessary permits, and nearly 600 cases of non-compliance with minimum wage requirements. Additionally, nearly 200 cases involved the offense of residing without a residence permit.

Federal Finance Minister Lars Klingbeil emphasized the importance of such inspections, stating that they are crucial for enforcing the rule of law and combating illegal employment and exploitation. Customs works closely with other authorities and the social security office during these inspections. In sectors prone to black market activities, the FKS conducts regular nationwide and regional focus inspections with increased personnel. The inspection is a starting point for more in-depth business record inspections, particularly of payroll and financial accounting. Inspections are risk-oriented, with customs employees conducting both random and full inspections of all employees of an employer.

The inspection by the Hauptzollamt Koblenz highlights the crucial role of customs in securing social systems and state revenues. The findings underscore the need for continued vigilance and enforcement in the hospitality sector and other industries prone to labor market violations. Further investigations are expected to follow, with a focus on payroll and financial accounting records.
