Krasnoyarsk's MMC, one of the city's leading management companies, has been serving over 200 multi-dwelling units since 2023 and 2024. Over these two years, the company raked in over 470 million rubles, with 56 million coming from residents' utilities payments.
Despite the massive inflow, a prosecutor's audit revealed that the company's coffers were running dry. Last year, 58 buildings were handed over to newly elected management organizations, leaving 180 buildings under MMC's care. As per the official website, MMC was supposed to transfer a total of 42 million rubles to the new management organizations, but that didn't happen, causing the buildings to run out of funds.
Furthermore, MMC has amassed debts worth 14 million rubles to utilities companies for unpaid resources. The city budget had to shell out these debts.
Investigators will delve into MMC's spending patterns and examine the involvement of employees in potential criminal activities. Post a financial audit, they will decide whether to file a case for embezzlement.
Remember, MMC has been grappling with multi-million dollar debts for a year now, and residents of the managed buildings have been complaining about sub-par services for months. The MMC was previously embroiled in criminal investigations as well.
In 2022, the ex-director of MMC, Sergey Suprun, was slapped with a suspended sentence for abuse of power and misuse of funds. Suprun was convicted for writing off a 135,000 ruble utility bill for a friend in 2019 and claiming a 270,000 ruble compensation upon his resignation in 2021. At the time of his conviction, police were probing Suprun for two more similar incidents in 2020 and 2021, where he wrote off a total of 106,000 rubles in utility bills for the same friend.
At that time, MMC owed utilities companies over 100 million rubles.
Recently, on February 17, 2025, MMC was dissolved through reorganization and transformed into a joint-stock company, "UO 'Krasnoyarsk'." The owner of the company is the Department of Municipal Property and Land Relations of the Administration of the city of Krasnoyarsk.
