New Appointment: Conlu takes on role of OIC in recently established LTO-NIR
Jeck D. Conlu, a seasoned public servant with a commitment to public service and practical reform, has been appointed as Officer-in-Charge of the newly created Land Transportation Office-Negros Island Region (LTO-NIR). The designation was made official through Special Order No. 2025-466, signed on September 3, 2025, by DOTr Acting Secretary Lawyer Giovanni Lopez.
Conlu's professional career began in 2010 when he was elected as Barangay Kagawad. Since then, he has held various roles, including heading the Iloilo City Urban Poor Affairs Office from 2015 to 2017, where he advocated for housing and welfare programs benefiting marginalized communities. In 2017, he spearheaded major reforms that modernized Iloilo City's transportation system as head of the Public Safety and Transportation Management Office (PSTMO).
Before joining the LTO, Conlu had extensive experience in transportation and public safety management in Iloilo City. This background will undoubtedly serve him well in his new role, where he will be responsible for promoting road safety and ensuring the efficient implementation of transportation laws in both the Negros Island Region and the neighboring Visayan regions.
The appointment comes nine months after Conlu assumed the role of Assistant Regional Director of LTO-6. In this capacity, he has already demonstrated his leadership during the COVID-19 pandemic, serving as Iloilo City's Covid-19 chief implementor.
With Conlu overseeing the LTO-NIR, officials expect smoother coordination in transport law enforcement and road safety across the neighboring regions. The city became the first in the Philippines to implement a localized Public Transport Route Plan under Conlu's leadership, a testament to his dedication to improving transportation systems.
Conlu remains focused on advancing the LTO's mandate. He expressed gratitude to the DOTr leadership and his colleagues in LTO-6 for their support and looks forward to serving with integrity, strengthening cooperation between neighboring regions, and advancing road safety and efficient transport services.
The creation of the LTO-NIR follows the re-establishment of the Negros Island Region, intended to streamline government services and foster closer cooperation between Negros Occidental and Negros Oriental. The accrual of benefits and allowances will be automatically processed by the LTO's appropriate division/section upon submission of the certification for the purpose.
Regional Director Geduspan welcomed the assignment, stating that it would strengthen cooperation between neighboring regions. Conlu accepted the assignment with a similar sentiment, expressing his commitment to serving with integrity and advancing the LTO's mandate.
