New CEO for GhIPSS: Clara B. Arthur Set to Commence Role on September 1

New CEO Takes the Helm at GhIPSS, Bringing Fresh Vision to Ghana's Digital Payments Landscape

Clara B. Arthur has been appointed as the new CEO of Ghana Interbank Payment and Settlement Systems Limited (GhIPSS), effective from September 1, 2025. With over 20 years of experience in finance and technology, Arthur is well-equipped to lead GhIPSS during an era of rapid digital payments evolution in Ghana.

Arthur holds a BA in Law and History from Kwame Nkrumah University of Science and Technology and an MSc in Finance and Administration from Thames Valley University. Throughout her career, she has held prominent roles such as Head of ATM and Card Technology at Ecobank, Head of E-banking at Fidelity Bank, and Digital Financial Services Consultant at CGAP. She has also served as a Remittance Expert for UNCDF.

Arthur's tenure at GhIPSS spans from 2015 to 2020, where she served as General Manager, Business Development. During this time, she led the creation and implementation of several fintech solutions. Her previous experience with Fidelity Bank Ghana, E Process International S.A., and the Ecobank Group may have provided her with valuable insights and experiences that she can apply to her new role at GhIPSS.

The appointment comes at a critical time when Ghana's digital payments landscape is rapidly advancing. GhIPSS, a subsidiary of the Bank of Ghana, plays a central role in the country’s payment infrastructure, driving innovations like mobile money interoperability and instant payments. Arthur’s leadership is expected to guide GhIPSS through its next phase of growth and technological innovation, helping shape the future of digital financial services in Ghana.

Dr. Johnson Asiama, Governor of the Bank of Ghana and GhIPSS Board Chairman, expressed confidence in Arthur's ability to bring a fresh perspective and strategic vision to GhIPSS. Arthur herself expressed her excitement about returning to GhIPSS and her intentions to drive meaningful impact, embrace new opportunities, and shape a future in the payments industry.

Arthur's appointment marks a significant leadership transition after Archie Hesse’s 17-year tenure. The potential impact of Arthur's leadership on Ghana's digital payments industry remains to be seen. However, her extensive experience and proven track record in the digital payments and financial services sector in Ghana make her a strong contender to drive innovation in Ghana’s payment infrastructure, expanding interoperability and instant payment systems.

In her new role as CEO of GhIPSS, Arthur's extensive experience in finance and technology will be instrumental in driving innovation within Ghana's rapidly advancing digital payments industry.
