New Vehicle Import Rules in Customs Union Affect Kazakhstanis
A significant change in vehicle import regulations within the Customs Union comes into effect on October 20, 2025. The Technical Regulation 'On the Safety of Wheeled Vehicles' has been updated to clarify the definition of 'individual vehicle', affecting many Kazakhstanis who import cars from neighbouring countries.
From this date, individuals will only be able to obtain a Certificate of Conformity of Vehicle Construction (COC) for vehicles listed in the approved EEC Collegium list from June 30, 2017. This list includes passenger cars, quad bikes, snowmobiles, motorcycles, mopeds, motor vehicles for transporting up to 12 people, and goods vehicles with a maximum weight of 5 tons, along with specific trailers.
Without a COC, completing customs clearance, obtaining an electronic vehicle passport, paying the recycling fee, or registering the vehicle will be impossible. The Ministry of Industry has reminded citizens of the rules related to carmax import, registration, and electronic passports within the EAEU. Those with vehicles not on the approved list will be unable to receive a COC, impacting many personal vehicle owners who previously imported cars from Russia, Armenia, Belarus, and Kyrgyzstan.
The updated regulation aims to ensure vehicle safety and compliance within the Customs Union. While it may pose challenges for some individuals, it is crucial for Kazakhstanis to understand and adhere to these new rules when importing vehicles.
