Operations Halted: Commission's Decision to Pause Activities
Cities often face financial challenges, and Obertshausen, a town in Germany, is no exception. The city is currently grappling with budget deficits, reduced government funding, and increased costs for public services.
In response to these financial burdens, Mayor Manuel Friedrich has announced a series of cost-saving measures. A key measure is a budget freeze of 800,000 euros, which affects all goods and services and corresponds to approximately 5.5 percent of the planned expenditure of 14.483 million euros. This move is aimed at reducing the deficit in the financial budget and will see departments only making necessary expenses starting from the beginning of the year.
However, a complete staffing freeze has been deliberately avoided. The magistrate has adopted a new cost-saving measure: staff reinstatements and contract extensions will only be allowed after prior individual approval in 2025. This measure is intended to achieve additional savings that will contribute to stabilizing the budget.
The actual amount of trade tax for 2025 is still unclear in Obertshausen. However, income from property taxes may fall short of the expected 8.575 million euros. To address this, the finance department of Obertshausen is currently working on assessing and possible corrections regarding property tax revenue.
If the district of Offenbach approves the tax rate increase, it would result in an additional burden of around 1.8 million euros for Obertshausen in the coming year. The district of Offenbach plans to increase the district and school tax rate in the draft budget for 2025 from 54.99 percent to 58.49 percent.
The heads of departments and the magistrate will have the flexibility to decide on necessary reinstatements to not fundamentally endanger the operational capability of the administration. The impact of these cost-saving measures on concrete projects and services will be apparent in the course of the year.
