Germany's Federal Budget 2022: A Decade of Future Investments

In a move to secure its economic and social future, the German government has unveiled its federal budget for 2022, focusing on climate protection, digital transformation, infrastructure development, social security, and international responsibility.

Climate Protection

The government aims to achieve a 65% reduction in greenhouse gas emissions by 2030 and target climate neutrality by 2045. To achieve these ambitious goals, significant investments will be made, including a €100 billion Climate and Transformation Fund (KTF), which forms part of a larger Infrastructure Special Fund of €500 billion. This fund will support the energy transition, renewable energy installations like offshore wind and photovoltaics, and expansion of power grids, including high-voltage direct current technology for better efficiency.

Digital Transformation

Funds are allocated to broadband and fiberoptic expansion to reduce the urban-rural digital divide, advances in AI development (including plans for a European AI gigafactory in Germany), cloud technologies, and digital sovereignty efforts aligned with EU regulations. The 2022 gigabit strategy and supporting digital infrastructure investments are central to these efforts.

Infrastructure

A major Infrastructure Special Fund of €500 billion supports improvements in federal, state, and municipal infrastructure between 2025 and 2029. This includes transport, municipal infrastructure, and power grid expansions vital to economic and social cohesion.

Social Security

Maintaining social cohesion is a noted government priority alongside infrastructure and climate goals, implying ongoing investment in social security systems. Specific budget amounts are not detailed in the given results, but the government's commitment to social security is clear.

International Responsibility

The government underscores commitments to contribute to international security (e.g., strengthening the Bundeswehr) and align with EU regulations on digital sovereignty and climate goals, reflecting investment priorities in those areas as well.

Other Key Investments

The relief package amounts to 16 billion euros and provides relief to many people noticeably and unbureaucratically. The traffic light coalition decided in February 2022 on a relief package that includes the premature abolition of the EEG surcharge as of 1 July 2022. The Federal Employment Agency is receiving a loan to offset its pandemic-related deficit. The Federal Police will receive 1,000 new positions, and the budget of the Federal Office for Civil Protection and Disaster Assistance (BBK) will receive a 20 million euro increase due to recent events.

The traffic light coalition aims to make the 2020s a decade of future investments, investing in climate protection, digitization, education, research, and infrastructure. The budget of the Federal Ministry of the Interior includes an investment of 17.5 million euros in strengthening measures for extremism prevention, supporting Jewish life in Germany, and addressing the concerns of minorities. The SPD is increasing the budget of the Foreign Office, allocating 2 billion euros for humanitarian aid, 485 million euros for crisis prevention, stabilization, peace promotion, and climate and security policy.

The relief package also doubles the planned heating cost subsidy for recipients of housing benefit to 270 euros. Short-time work benefits are being extended until the summer, securing millions of jobs during the pandemic. The draft budget shows appreciation for civic engagement, with a 61 million euro increase in the budget of the Technical Relief Agency (THW).

Lastly, the special fund for the Bundeswehr will be anchored in the Basic Law to provide planning security, with the federal government initiating a bill to establish a special fund amounting to 100 billion euros. The government's draft budget includes initial measures in response to the impacts of the Russian attack on Ukraine, such as 1.5 billion euros for gas reserves and one billion euros for humanitarian aid, crisis management, and food security.

In addition, the federal program "Democracy Lives!" is being increased by a further 15 million euros to a total of 165.5 million euros. The traffic light coalition will make more than 200 billion euros available from the Climate and Transformation Fund (KTF) between 2022 and 2026 for the expansion of renewable energies and innovative technologies.
