Berlin is set to introduce a new comprehensive parking concept aimed at addressing the parking needs of its residents more effectively. The proposal, which is currently under development, is being spearheaded by Traffic Senator Ute Bonde (CDU) [1].

The concept involves organising parking spaces according to defined residential parking zones that align with neighbourhood borders [2]. This approach is expected to optimise parking space usage and management, potentially impacting the cost and flexibility of parking permits. However, specific details on cost changes and permit flexibility are yet to be disclosed [2].

The new system is designed to cater to the needs of Berliners who often have specific other points in the city where their travel requirements take them repeatedly [3]. Under the proposed plan, drivers could soon apply for parking permits valid for multiple areas in the capital [4].

However, it's important to note that the implementation of the comprehensive parking concept will only occur in areas with parking pressure [5]. Traffic Senator Ute Bonde has expressed opposition to expanding parking space management across the entire city, stating that it would be harassment of residents in areas with no parking pressure [6].

In the current system, a resident parking permit in Berlin costs 10.20 euros per year [7]. The new concept is expected to offer benefits beyond resident parking, although the exact nature of these benefits is yet to be detailed [8].

One notable change could be an increase in the annual price for parking tickets in Berlin, with a proposed range of 80 to 120 euros per year [9]. This increase is expected to be based on the benefits offered by the comprehensive parking concept beyond resident parking [10].

The comprehensive parking concept is being discussed by the German Press Agency and is expected to be presented and agreed upon between the government factions this year [1]. It's anticipated that the new system will change the current system, at least in certain cases [11].

Currently, a resident parking permit can only be applied for per car for a specific parking zone [12]. Under the new system, drivers will have to prove the travel need for the areas they wish to park in, rather than being able to choose arbitrarily [13].

The comprehensive parking concept in Berlin is part of the city's larger urban transformations, which aim to rethink how parking spaces are used, moving towards more people-friendly urban space allocation rather than car-dominated areas [3][4].
