Pico Rivera Presents a Five-Year, $203 Million Investment Strategy for Infrastructure Improvements

The City of Pico Rivera has revealed a comprehensive Capital Improvement Program (CIP) for the years 2025 to 2030, aimed at enhancing and modernising critical infrastructure across the city. The focus of the program includes strategic investments in transportation systems, parks, water and sewer infrastructure, and city buildings.

The $203.4 million CIP is a testament to the city council's commitment to building a stronger, more resilient Pico Rivera, improving the quality of life for future generations. The projected funding for this ambitious plan comes from various sources, including federal and state grants, the city's existing CIP fund, the Water Fund, Local Return funds, SB-1 gas tax revenue, and others. Approximately $119.6 million of the total budget is carried over from the current fiscal year.

The largest spending category is bridges, with $61.8 million allocated over five years. Street improvements are the second largest spending category, with $58.6 million allocated. Parks will receive $43 million in funding, followed by $25.2 million for water infrastructure, $7.6 million for city facilities, $4.6 million for traffic signal upgrades and safety enhancements, $2.1 million for sewer system improvements, and $446,787 for storm drain work.

Despite the substantial budget, the plan leaves $5.47 million in unfunded needs, including facility upgrades, park improvements, and wastewater infrastructure improvements. City staff have recommended the Council to receive and file the draft CIP, offering input on project prioritization and potential adjustments.

Notably, the Pico Water District, serving nearly 30% of Pico Rivera residents, has proposed a rate increase of 111% over five years, with a 51% increase in the near future. The City Council is considering raising water rates for all customers of the Pico Rivera Water Authority by 10% a year until 2025.

City officials also plan to invest $9 million annually in road rehabilitation to improve the city's Pavement Condition Index (PCI). Asm. Lisa Calderon, Sen. Bob Archuleta, and City Manager Steve Carmona have secured $17 million in state earmarks for Pico Rivera in the upcoming budget cycle. If approved and executed as proposed, the CIP is expected to significantly enhance the quality of life in Pico Rivera, positioning the city for a more sustainable and connected future.

The Capital Improvement Program is considered a living document, subject to change with evolving conditions, available funding, and updated infrastructure assessments. Pico Rivera Mayor John R. Garcia stated that the program reflects the city council's commitment to building a stronger, more resilient city.
