Regional Development and Transportation Management of Tomsk aims to exit its financial crisis through their planned strategies.
The State Unitary Enterprise of Tomsk Region, known as the Regional Road Repair and Construction Management (DRSU), has unveiled a financial rehabilitation plan for the period from September 2025 to July 2027. The plan, outlined in a letter from Alexander Fedenev, Deputy Governor of Tomsk Region and Head of the Department of Finance, aims to restore the enterprise's solvency and secure greater financial independence.
According to the plan, the DRSU will strengthen control over debtor's overdue payments and violations of obligations by counterparties. The debt repayment schedule, calculated for 23 months, provides for proportional payments to each creditor. The first month will see an allocation of 190 million rubles for payments to creditors.
The plan also includes measures to modernize production capacity. This involves updating the vehicle fleet, which could potentially save up to 28 million rubles per year. Additionally, the DRSU will optimize logistics schemes for purchasing inert materials for current operations.
In an effort to streamline operations, the DRSU will restructure its organizational structure, optimize staffing levels, and job duties. The planned staffing level for 2026-2027 is 833 people.
The plan further seeks to control the use of materials in the enterprise's activities. By doing so, the DRSU aims to ensure efficient and cost-effective operations.
The DRSU currently has nine state contracts for road construction, repair, and maintenance in the region for 2025-2026. However, the absence of contracts for 2027 creates difficulties in meeting the debt repayment schedule.
Upon transformation, 100% of the shares in the new joint-stock company will belong to the regional administration. The total amount of creditors' claims included in the register is 796.7 million rubles. The last month will be dedicated to paying off judicial fines.
By 2025-2026, the enterprise aims to increase the average salary to 62,526 rubles. The transformation of the GUP 'Regional DRSU' into a joint-stock company is planned by 2024, due to federal legislation. Further decisions on the ownership package of the new enterprise fall under the jurisdiction of the Tomsk Oblast Legislative Duma.
The new enterprise, remaining in regional ownership, is set to gain greater financial independence. This restructuring is a significant step towards securing the DRSU's financial stability and ensuring the continued provision of essential road services in the Tomsk Region.
