Request for Specialists: Evaluation of Green Hydrogen Possibilities and Formulation of a Nationwide Strategy
In a bid to address the growing energy demand and transition towards a more sustainable future, Guinea is set to develop a national green hydrogen strategy. This strategic initiative will focus on harnessing the country's abundant renewable energy resources, such as solar and hydro, to produce green hydrogen - a clean fuel that can significantly reduce greenhouse gas emissions.
The strategy, although details are still emerging, aims to decarbonize various sectors, including power generation, transportation, and heavy industry. By replacing fossil fuels with green hydrogen, Guinea can contribute to its climate targets and commitments under the Paris Agreement.
Economic opportunities are another key focus area for the strategy. By developing green hydrogen, Guinea hopes to create new avenues for job creation, attract investment, and foster the emergence of a green industrial sector. The strategy would structure this emerging sector, stimulate the local economy, and potentially position Guinea as an exporter of green hydrogen to energy markets within and beyond the ECOWAS region.

The Government of Guinea has identified green hydrogen as a strategic opportunity to support the energy transition, cut emissions, and enhance energy security. The country faces significant challenges in its energy sector, including low electricity access in rural areas and a strong reliance on imported fossil fuels. The national green hydrogen strategy is poised to address these challenges and contribute to Guinea's Nationally Determined Contributions (NDCs) and its 2040 carbon neutrality target for the mining sector.
To facilitate this ambitious project, the CTCN (United Nations Framework Convention on Climate Change's Technology Executive Committee) is soliciting experts for a technical assistance project on assessing the potential of green hydrogen in Guinea and developing a national strategy. The project will identify key sectors for domestic use and export of green hydrogen, assess the potential of green hydrogen production in Guinea, and evaluate market viability.
The project will also establish a Green Hydrogen Policy Working Group, align national efforts with regional frameworks such as WASCAL and ECOWAS, and strengthen regional and international cooperation on clean technologies. Furthermore, it aims to create economic opportunities through industrialization, innovation, and green investment, and support decarbonization in high-emission sectors such as mining and transport.
The deadline for the solicitation is 18th July 2025. Developing a national green hydrogen strategy in Guinea will help structure the emerging sector in line with the country's climate, energy, and industrial priorities. The strategy is also expected to enhance the country's energy security, as recent hydroelectric investments have improved Guinea's electricity capacity, but the national grid remains limited and vulnerable to external shocks.
