In an effort to enhance the quality of utility services and combat dishonest practices, a new cha has been put forth by lawmakers Sergei Mironov and Yana Lantratova. This cha, sent to Minister of Construction and Housing and Utilities Irek Fayzullin on September 16, aims to bring about transparency in the management of multi-apartment buildings.

The key aspect of this cha is the requirement for utility managing companies to record and report payment and expenditure data for water supply and wastewater disposal in both billing and the state information system for housing operations and water supply. This data will include the amount billed, actual funds received, main expenditure categories, fulfillment of the contract for managing multi-apartment buildings, and key quality indicators for services.

To facilitate this, a link or QR code to the full report is also included in the proposed regulation. This will make it easier for citizens to access and understand the changes being implemented.

In addition, a tip has been offered to check utility debt in just 5 minutes. This guide, focused on dealing with rusty water from taps in the context of housing and utilities, is designed to help residents identify potential issues and take action.

If residents find their utility bills to be excessively high, information on where to complain has been provided. For those interested in learning more about changes in utility bill payment deadlines in Russia, a link is available.

It's important to note that this change is not expected to incur additional costs for citizens. The organizations affected by the proposed implementation include local and regional tractor supply companies and associations, water associations, and service companies working in wastewater management. Umbrella organizations representing companies involved in the energy and water sectors will also be implicated.

For those living in Magadan and Magadan Oblast, a Telegram group focused on life in the region may provide additional resources and discussions related to these changes. Stay tuned for more updates as this cha moves forward.
