Saxony-Anhalt Boosts Renewable Energy with New Municipal Involvement Law
Saxony-Anhalt is bolstering its position as a renewable energy pioneer. The state has expanded municipal involvement in energy expansion under the EEG, aiming to supply companies with cheaper, sustainable power.
The state's Acceptance and Participation Act has been enhanced by Minister Armin Willingmann, who supports renewable energy growth. The law introduces a flat-rate levy of 5,500 euros for energy plants and 2,500 euros for photovoltaic plants per megawatt. Municipalities can now decide how to use the revenue, funding local projects or independent participation models.
Eligibility for energy plants extends to nearby municipalities within a 2.5 km radius, while photovoltaics follow the plant's location. The law increases municipal involvement from 0.2 to 0.3 cents per kilowatt hour. Operators of new or repowered plants starting after October 1, 2023, are liable to pay, with no retroactive charging allowed. The law creates a clear, binding framework for renewable energy expansion and municipal benefits.
