Lemme tell ya about the ruckus surrounding the Northvolt battery factory located near Heide. The SPD is giving the state government a hard time, claiming negligence in pushing this mega-project. Economist Kianusch Stender of the German Press Agency puts it bluntly, "With a billion-dollar project like Northvolt, you can't just skate by on speed and skip the deets." The coalition’s sloppy work in financing the project has raised eyebrows.

Economy Minister Claus Ruhe Madsen (CDU) ain't having it and counters the allegations. He points to a study commissioned from the consulting firm PwC, evaluating the chances, risks, and default probability of the convertible bond as a guarantee. The state, acting as a guarantee for half the bond, is in on the review but has also conducted its own assessments.

Madsen states, "The state government has been digging into this project hard, weighing chances and risks. After balance was achieved, the state government decided the project's potential outweighed the risks, and the parliament got the green light on January 25, 2024, unanimously."

SPD's Criticism

The SPD's criticism stems from documents released by the state government in May 2023 regarding a questionnaire for the PwC study. From the heavily censored correspondence within the state government, it seems there was pressure applied to get written answers from the affected ministries.

An email from the Economy Ministry sent on May 15, 2023, highlighted the tight deadline and said, "...and the short timeline should also be clarified more accurately, even though it doesn't mean a 'cheesy grin' and 'waving' from us since we're 'chasing' the info." Another email on the same day read, "Only the risks and information gaps showing up right now need to be noted down, and the department heads or the HH legislature can make the final call unless the next few days bring new insights that make the risk manageable."

Northvolt's Financial Woes

Northvolt aspires to produce battery cells for a million electric cars annually in Heide but has been grappling with financial issues for a while. In November, the company filed for bankruptcy protection in the US. In March, it filed for bankruptcy in Sweden.

This turn of events could prove costly for the federal government and the state of Schleswig-Holstein. Northvolt received around 600 million euros from the state-backed KfW bank with both the federal and state governments each guaranteeing half. A convertible bond is a corporate bond that gives holders the option to swap these securities for shares within a specific time frame. The requests for access to documents, spearheaded by the SPD and FDP, revolve around determining whether the state government kept the Kiel parliament in the dark about Northvolt's financial risks and handled them recklessly.

While Northvolt's plan for a battery factory in Heide, Germany, is attracting major support, the company's financial position remains challenging. Financial Struggles:- Despite securing substantial funds, Northvolt faced significant financial difficulties in late 2023, posting a net loss of around $1 billion in the first nine months of the year. These financial hurdles reflect the company's ambitious expansion plans, which include new battery technology development and creating manufacturing facilities in multiple locations.

Having reviewed the email correspondence within the state government, it appears there might be a concern about the state government applying pressure on the affected ministries to meet tight deadlines regarding the PwC study, which evaluates Northvolt's project feasibility.
