In a bid to address long-standing issues and improve the efficiency of the city's funding management, the city council has decided to overhaul the organizational and personnel structure. The transformation of the "Funding Management Task Force" into a service unit is part of this development.

The new service unit will be supported by an additional full-time position and two temporary positions, aiming to strengthen its capabilities. The move comes after criticism from Manuel Prohl, the deputy chairman and spokesperson on financial policy of the SPD parliamentary group, who highlighted past oversights in funding management.

Prohl's comments underscore the need for a more efficient and effective funding management system. He expressed hope that the development of funding management will allow for the completion of future applications, avoiding the missed opportunities that the city has faced in the past.

One such missed opportunity was the loss of 730,000 euros from the 'Urgent Program Inner Cities' due to not submitting applications. Other projects affected by funding management issues include the Altenberger Park, the multi-purpose hall construction in Osterfeld, the reconstruction of the cinema in the Europa House, and the 'Urgent Program Inner Cities'.

The council motion from December 2021, which was from the SPD camp, tasked the administration with reviewing the existing funding management and developing a concept for further development. The former CDU parliamentary group chairman is reported to have had an ambition towards the expansion of funding management, but the city council's decision to improve the system was delayed for a long political breath.

The new service unit will also establish a task force for European funding opportunities, further strengthening the city's position in securing future funding.

The council approved the establishment of a central funding management in 2015, but the CDU and its then parliamentary group chairman Daniel Schranz abstained. Prohl's comments underscore the need for a more efficient and effective funding management system, emphasizing the importance of evaluating and further developing funding management to prevent such oversights in the future.
