This is followed closely by Friedrichshain-Kreuzberg, where rents are 109% above the allowed limits. Even districts like Marzahn-Hellersdorf (plus 82%) and Lichtenberg (plus 57%) are not spared from rent gouging.

Werner Graf, chairman of the Green Party fraction, believes that the federal government is failing in tenant protection and that the rent cap is not working. He calls for an "Affordable Rent Law" to regulate the housing market in Berlin. The Berlin Senate, on the other hand, wants to protect tenants with the rent cap.

Ersin Nas, CDU MP, acknowledges excessive rents in several districts based on his own findings and conversations with tenant initiatives. He agrees with Graf's assessment and highlights furnished housing as a significant problem.
