Support for War Heroes and Their Families

Following the Year of the Family, we've moved into the Year of the Defender of the Fatherland, so Loginyov started his report with the topic of supporting war veterans and their families – a responsibility set by the President. Last year, Krasnoyarsk residents sent tons of humanitarian aid to the front lines, and at the city level, families of military personnel received various forms of support.

In particular, new social payments were introduced for children of war participants, and the first 150 children went on a free vacation to the Black Sea. Soldiers themselves began receiving additional payments of 200,000 rubles upon signing a contract with the Ministry of Defense. payments were extended until March 31 this year, with Loginyov announcing an extension to the end of the first half of the year.

Loginyov also mentioned his assignment to develop and launch a unique social project for the support of special operations veterans upon their return home. Veterans of the special operation were present during the report.

Igor Balobolenko, head of the public organization "Union of Veterans of Special Military Operations," shared his thoughts:

"I am convinced that veterans returning from the special operation need help to enter civilian life. Life in the military is much simpler than civilian life. For them, everything is clear: there is an order, and it needs to be followed. In civilian life, support is needed. For example, the "Siberian Character" project by the governor, I would like to see more involvement of special operations veterans in the administrative potential of our city, as these people know how to achieve the set goals in any available and feasible way."

On the Path to the 400th Anniversary

A significant part of the report was dedicated to preparations for the 400th anniversary of Krasnoyarsk, which the regional center will celebrate in 2028. Over the next few years, the city will implement several large-scale projects, some of which have already begun with the governor's support.

Loginyov explained that the preparations for the anniversary will become more noticeable as the summer season begins. In addition to projects like the "Surikov Center," the city will focus on serious work on developing public spaces, embankments, islands, and cross-town streets in the city center.

"We are building on the experience of preparing for the Universiade. Knowing the tasks we have ahead of us for the anniversary as a whole, we know what needs to be done – facades, lighting, signs, markets, and temporary structures should be improved. But most importantly, the opinions of residents should be taken into account when making decisions," Loginyov believes.

More Schools and Kindergartens

Loginyov also paid special attention to the live and burning issue of access to educational institutions. To address school overcrowding, two large schools were built in the 3rd microdistrict of Solnechnog and in the Metsostroitel microdistrict.

Currently, four schools are under construction – on Omskaya, in the districts Tihiye Zori, Michurinsky, and Airport, with a total capacity of 5,030 students.

The documentation for the school in the 5th microdistrict of Solnechnog is ready. Three more educational institutions for students are being designed: in the districts of Poikovsky, Agrouniversity, and South Bank.

In 2024, three previously ailing schools in different districts of the city reopened after repairs, and this year, on September 1, six "Soviet" schools that are currently being modernized with federal and regional support are planned to be put into operation.

For the first time, a school is being renovated within the framework of the Comprehensive Rehabilitation Program – the school on ul. Aerovoкzalnaya, 4, which was closed for about 6 years.

New kindergartens are being built in Poikovsky and on Svobodny Island – for the first time, using the concession mechanism.

Loginyov also touched upon the topic of organizing school meals. Every year funds are allocated for repairs to food facilities and the purchase of equipment. The number of schools that provide food for children themselves has increased from 10 to 25. This year an additional 10 schools will be added.

Building from Scratch

At the request of the governor of the Krasnoyarsk Territory, the new approach to urban development is being implemented in Krasnoyarsk.

"It is necessary to create not just residential areas, but a comfortable environment, provide residents with all necessary infrastructure. When implementing such important tasks today, a comprehensive approach is needed," emphasized Loginyov.

At the same time, new coefficients for the density of construction and expanded opportunities for the participation of investors in comprehensive development projects with social obligations have been introduced.

Twenty projects under the Comprehensive Rehabilitation Program (CRT) are currently being implemented in Krasnoyarsk, most of them at the initiative of landowners.

The project on ul. Shahterov is already in the de facto implementation phase. On these territories, six schools, 22 kindergartens, a school/kindergarten complex, two sports complexes, and a number of other social facilities will appear. Nine barracks will be demolished, and 70 apartments will be handed over to children-orphans and refugee children.

Meanwhile, in Nikolaevka, as Loginyov noted, projects are being implemented, but the process of buying property is not easy because each property owner's situation is unique. A working group, established in 2023, is expected to help reach agreements with developers.

Transport and Road Record

"The season was associated with a huge volume of work in the face of a staff shortage and new requirements. Nonetheless, thanks to the National Project "Safe and High-Quality Roads" and the support of the governor and the regional budget, more roads were repaired than during the preparations for the Universiade," Loginyov said.

With road repairs and patchwork in Krasnoyarsk, 122 kilometers of roads were repaired, a new record.

Significantly more roads were repaired in the Leninsky District, where more than 100 residential alleyways were renovated. The most significant projects include the interchange in the Tihiye Zori microdistrict and the completion of the multi-stage project on the road in Solnechny by the streets of Griblevskaya, So Kolosovskaya, Olkhovaya, and Cheremushovskaya.

This year, with the participation of monitoring agencies, new construction intensity coefficients and expanded opportunities to participate in projects for comprehensive development were introduced, which include social obligations on the part of investors.

"It's good to see that in the contracts there are new provisions – now the contractor will be bound by a stricter construction schedule, not limited by the general season of road construction work. Workers should go to one street, repair it completely, and only then move on to the next one," commented Deputy of the City Council Andrey Kozikov. "After the report, additional questions for Loginyov were minimal. This indicates that the report was quite comprehensive and answers to questions were provided."

As for the development of public transport, last year saw the opening of tram service from the Energy Workers to the KrastEC, as well as the repair of 4 kilometers of Damaged tram tracks on the KrastRABE. In addition, the first electric bus route was launched across the October Bridge thanks to the purchase of 20 electric buses and charging stations. In the near future, the city plans to use gas-powered buses.

Making it Easier to Breathe

In addition to combating spontaneous dumping sites and working with regulatory authorities to ensure timely disposal of household waste, work is ongoing in the environmental field to improve air quality. In particular, as part of the National Project "Ecology," 1,400 private homes have switched to eco-friendly heating, primarily with solid fuel boilers. According to the plan for this year, another 1,100 domestic properties will join them. In addition, the compensation for electric heating continues to operate in the city.

The plan to close 35 boiler houses under the federal project "Clean Air" has been completed, except for one – on the EVRZ.

"We continue to work with regional authorities to close this facility. Many appeals have been received from residents who believe that the EVRZ is such an object that raises certain doubts about the environmental friendliness of emissions. The question of modernization is important," Loginyov believes.

In his report, Loginyov also discussed the construction and renovation of spaces for young people, the opening of sports facilities, the updating of libraries, the reduction of municipal debt, and other topics. He also noted that the city moved up from 7th to 6th place in the federal ranking of cities by population: as of January 1, 2024, the city had a population of 1,205,473 people.
